Statement on violations of the Humanitarian Truce (24–30 November 2025)
 
In fulfillment of our responsibilities toward the protection of civilians, and out of respect for the local and international efforts exerted to stop the escalation and create a safe environment for the delivery of humanitarian assistance, the Rapid Support Forces (RSF) has fully adhered to the humanitarian truce that we declared on 24 November 2025. We refrained from any offensive operations and confined our actions strictly to the legitimate right of self-defense when necessary.
 
Despite this clear commitment, the forces of the Islamic Movement Army / Muslim Brotherhood Army persisted in carrying out systematic attacks against our positions and against civilians in several states of Sudan, using warplanes, drones, and heavy artillery in a flagrant violation of the provisions of the truce and the provisions of international humanitarian law.
 
First: The summary of documented violations during the period (24–30 November 2025)
According to field data and official reports, eight major violations were documented over six days, most notably:
25 November – Babanousa:
The first direct violation of the truce through the use of warplanes, drones, and artillery, which resulted in civilian deaths and extensive damage to property.
26 November – Bara, Rihaid Al-Nuba, and Al-Nuhud:
Repeated air attacks leading to the killing and injury of dozens of civilians and the targeting of populated areas.
26 November – Abu Zabad and Jabra Al-Sheikh:
Continuous attacks that compelled our forces to respond within the framework of legitimate self-defense.
26 November – Habila (South Kordofan):
Drone and artillery shelling that caused fatalities and widespread destruction, documented by several independent sources.
26 November – Kazgail and Um Sayala (North Kordofan):
Artillery and drone shelling that resulted in the killing of dozens of civilians and damage to infrastructure.
28–29 November – Jabra Al-Sheikh, Um Qirfa, and Abu Qua‘oud:
Drone strikes resulting in injuries and material losses.
30 November – Kumo Area (South Kordofan/Nuba Mountains):
The most violent attack, in which 45 civilians were killed most of them students and 8 others were injured.
30 November, at dawn on Monday – Babanousa:
Renewed shelling confirming the continuous violations.
Key humanitarian consequences:
- More than 45 killed in Kumo only.
- Dozens of casualties in Bara, Rihaid Al-Nuba, Al-Nuhud, Habila, Kazgail, and Um Sayala.
- Direct targeting of school students.
- Severe damage to infrastructure and civil property.
Second: Nature of the Violations
The attacks focused on:
- Populated residential areas.
- Civil objects and educational institutions.
- Our forces’ positions despite full adherence to the truce.
The attacking forces used:
- Warplanes
- Drones
- Heavy artillery
- Sudden ground advances attempts
These acts are classified according to international humanitarian law as:
- Serious violations of the truce
- Deliberate targeting of civilians
- Indiscriminate and disproportionate attacks
- Full-fledged war crimes, especially those committed in Kumo
Third: Position of the Rapid Support Forces
Our forces affirm the following:
- Full commitment to the truce from the moment it was declared.
- The right to legitimate self-defense under international law.
- That the limited responses in Abu Zabad and Jabra Al-Sheikh were to repel direct attacks.
- The liberation of Babanousa resulted from repeated violations and widespread arracks targeting civilians.
Fourth: Condemnation and Accountability
The Rapid Support Forces hold the forces of theIslamic Movement/Muslim Brotherhood elements within the army fully responsible for:
the Killing of civilians, including children and students.
The bombing of educational institutions and residential areas.
Obstructing the delivery of humanitarian aid.
Threatening social peace and expanding the scope of violence.
Our forces affirm that this escalation undermines opportunities for peace and places a direct responsibility on the international community to act.
Fifth: The appeal to the International Community
Our forces call upon:
The Quad Mechanism (United States of America – Kingdom of Saudi Arabia – United Arab Emirates – Arab Republic of Egypt) to take effective steps to halt the attacks and ensure respect for the truce.
The United Nations and international human rights organizations:
To document crimes and violations, especially the Kumo massacre, and to ensure that perpetrators do not escape accountability.
pressure to open safe humanitarian corridors.
To support a serious peace process that puts an end to the authority of extremist groups within the army and guarantees the protection of civilians.
In Conclusion:
The facts prove that the other party did not adhere to any of the requirements of humanitarian truce, while the Rapid Support Forces maintained their full commitment and resorted to arms only when necessary for legitimate self-defense. 
Our forces reaffirm their firm commitment to a just and lasting peace and to building a civil state that protects the dignity of the Sudanese citizen and safeguards the future of 
upcoming generations.
